FBISE Attestation (Federal Board)
The Federal Board of Intermediate and Secondary Education issues certificates for students who studied in federal institutions, cantonment schools, overseas Pakistani schools, and some private schools affiliated with the Federal Board. FBISE verification is the first step before IBCC attestation or MOFA. Unlike provincial BISE offices spread across different cities, FBISE operates from its campus in Islamabad. This makes the filing straightforward for us since our office is in the same city. FBISE checks the candidate number and result against its own record and applies a verification stamp. The process takes 3 to 5 working days. Once verified, the certificate can move to IBCC for international attestation and then to MOFA and the embassy. Students who studied at Pakistani schools abroad (in Saudi Arabia, UAE, or other countries) are often FBISE candidates. Their certificates need the same FBISE verification step before the rest of the sequence can begin.
IBCC Certificate Attestation
The Inter Boards Coordination Commission sits in Islamabad and verifies certificates from all Pakistani education boards. When a foreign institution or visa office asks for IBCC attestation, they want proof that the certificate is genuine and the grades are correct. IBCC contacts the relevant board (Lahore Board, Federal Board, Karachi Board, and so on) and confirms the result. Once verified, IBCC applies its stamp. The stamped certificate can then move to MOFA and the embassy if needed for overseas use. This service covers Matric (SSC) and Intermediate (HSSC) certificates. University degrees go to HEC instead. Some Gulf employers confuse the two and ask for HEC attestation of a Matric certificate, which is not possible. We check with the employer to confirm the correct route before filing. We collect the original certificate from your address, file it at IBCC, and return the attested copy. Processing takes 3 to 5 working days for most boards.
MOFA Attestation
The Ministry of Foreign Affairs is the second stamp on any Pakistani document heading overseas. After the issuing body confirms the document (HEC for degrees, IBCC for school certificates, NADRA for personal documents), MOFA adds its own stamp that confirms the prior verification. MOFA runs two routes. The traditional attestation feeds into the embassy step for non-Hague countries like Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, and Oman. The apostille route is a single stamp valid in all Hague Convention member states, including the UK, Germany, Australia, Turkey, and others. Pakistan acceded to the Hague Convention, and the apostille route entered into force on 9 January 2024. MOFA operates from offices in Islamabad and Lahore. The Islamabad office handles the bulk of the volume. We file on your behalf at whichever office is faster for your case. Saudi Arabia
Saudi Arabia attestation from Pakistan starts with the document authority. Every Pakistani document bound for Saudi Arabia must pass through HEC, then MOFA, then the Saudi Embassy stamp before a Riyadh employer, university or kafala sponsor will accept it. Most professional work visas add a fourth step, the Saudi Cultural Mission verification known as Mosadaqa, which PMDC doctors and PEC engineers hit almost every time and which stretches the file from four weeks to ten. Degrees run HEC, MOFA, Embassy. Family papers such as marriage and birth certificates instead start at NADRA. The basic sequence without Mosadaqa turns around fastest, and the employer letter is what decides whether Mosadaqa is even required.

Do UK employers ask for a certified translation?

Canada immigration cases usually begin with the degree and transcript, not a Canadian Embassy stamp. For Canada attestation from Pakistan, the route depends on the receiving body. Canada accepts Pakistani degrees through designated Educational Credential Assessment bodies. Depending on the assessor and institution, documents may need HEC verification or direct university submission.
