What IBCC equivalence changes on your result
IBCC maps foreign school qualifications to the Pakistani education framework. If you completed O Levels, IBCC converts your grades to an equivalent Matric percentage. For A Levels, it maps them to Intermediate marks. Without this conversion, universities cannot process your admission.
The equivalence is also needed for CSS and PMS exam applications, military academy entry, and some government job applications that require Matric or Intermediate results in percentage form.
IBCC uses a fixed grade-to-marks table. A grades in Cambridge subjects convert to a specific percentage band. The table is published by IBCC, so the outcome is predictable once we see your result card. We file the application with the original certificates, result cards from the examining body, and the IBCC fee.
Once the equivalence certificate is issued, it can move through the same attestation sequence as any other school certificate. MOFA attestation or an embassy stamp can be added if you need the equivalence recognised abroad.

What usually follows the equivalence
Some applicants need the equivalence attested for overseas use. Others go on to HEC once they complete a degree.
IBCC Certificate Attestation
The Inter Boards Coordination Commission sits in Islamabad and verifies certificates from all Pakistani education boards. When a foreign institution or visa office asks for IBCC attestation, they want proof that the certificate is genuine and the grades are correct. IBCC contacts the relevant board (Lahore Board, Federal Board, Karachi Board, and so on) and confirms the result. Once verified, IBCC applies its stamp. The stamped certificate can then move to MOFA and the embassy if needed for overseas use. This service covers Matric (SSC) and Intermediate (HSSC) certificates. University degrees go to HEC instead. Some Gulf employers confuse the two and ask for HEC attestation of a Matric certificate, which is not possible. We check with the employer to confirm the correct route before filing. We collect the original certificate from your address, file it at IBCC, and return the attested copy. Processing takes 3 to 5 working days for most boards.
WES Verification (Canada)
WES verification Pakistan is one route to the Educational Credential Assessment that IRCC accepts. If you are applying through Express Entry or a Provincial Nominee Program, you need an ECA report showing how your Pakistani degree maps to the Canadian education system. The document route depends on the WES instructions for your institution. Some files use HEC verification and a sealed HEC envelope, while others call for a direct record from the university. We check the instructions before the file moves and arrange the applicable route under your WES reference number. We handle the Pakistan-side filing and international mailing. You create your own WES account on wes.org, pay the WES fee, and share the reference number with us. Our part usually takes 7 to 10 working days after the document route is confirmed. WES evaluation runs separately on the Canadian side and depends on its queue.
HEC Degree Attestation
The Higher Education Commission runs a verification desk at its H-9 campus in Islamabad. When you submit a degree there, HEC contacts the issuing university to confirm the registration number, year of passing, and grade. If the university replies on time the stamp goes on within days. If the reply is slow, our team follows up directly with the registrar so your file does not sit idle. Most people come to us for HEC attestation because they are applying for a Gulf work visa, a Canadian immigration file through WES or IQAS, or a job that needs foreign credential recognition. HEC is the first step in many of these cases. For assessor files, we check the receiving body’s instructions first. MOFA and the destination embassy come afterwards when the destination requires them. We collect your original degree and transcript from your home or office anywhere in Pakistan.
