What Mosadaqa verifies
Mosadaqa is a verification by the Saudi Cultural Attaché office in Islamabad. It is not part of the standard attestation sequence, but some Saudi employers require it before they will issue a work permit. The requirement is most common for medical professionals, engineers, and teachers.
The Cultural Mission independently contacts HEC to verify your degree. This is separate from the HEC attestation you already completed. The Mission has its own verification timeline, which typically runs 3 to 5 weeks. There is no way to expedite it.
The fee for Mosadaqa is substantial. Before starting, we confirm with your Saudi employer or recruitment agent whether Mosadaqa is needed for your specific role. Some employers accept the standard HEC-MOFA-Embassy sequence without it, and there is no reason to spend on Mosadaqa if your employer does not need it.
Once complete, the Cultural Mission endorses the degree and the file moves forward to the work permit stage on the Saudi side.

Saudi Embassy Attestation
Saudi Arabia does not accept the Hague apostille. Every Pakistani degree, NADRA certificate, or legal document needs three stamps before it works there. HEC or NADRA verifies the document first, then MOFA attests it, and finally the Saudi Embassy in the Diplomatic Enclave adds the embassy stamp. The Saudi Embassy processes documents in batches. Submission windows and processing schedules can shift without notice, which is why having someone at the counter regularly matters. Our team visits the embassy most working days and knows the current acceptance window. For medical professionals, engineers, and teachers, some Saudi employers also need Mosadaqa verification from the Saudi Cultural Mission. That is a separate process that can add 3 to 5 weeks. Family visa files for Saudi usually need a NADRA marriage certificate, birth certificates for dependents, and sometimes a family registration certificate. All of these follow the same NADRA, MOFA, Saudi Embassy sequence.
HEC Degree Attestation
The Higher Education Commission runs a verification desk at its H-9 campus in Islamabad. When you submit a degree there, HEC contacts the issuing university to confirm the registration number, year of passing, and grade. If the university replies on time the stamp goes on within days. If the reply is slow, our team follows up directly with the registrar so your file does not sit idle. Most people come to us for HEC attestation because they are applying for a Gulf work visa, a Canadian immigration file through WES or IQAS, or a job that needs foreign credential recognition. HEC is the first step in many of these cases. For assessor files, we check the receiving body’s instructions first. MOFA and the destination embassy come afterwards when the destination requires them. We collect your original degree and transcript from your home or office anywhere in Pakistan. MOFA Attestation
The Ministry of Foreign Affairs is the second stamp on any Pakistani document heading overseas. After the issuing body confirms the document (HEC for degrees, IBCC for school certificates, NADRA for personal documents), MOFA adds its own stamp that confirms the prior verification. MOFA runs two routes. The traditional attestation feeds into the embassy step for non-Hague countries like Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, and Oman. The apostille route is a single stamp valid in all Hague Convention member states, including the UK, Germany, Australia, Turkey, and others. Pakistan acceded to the Hague Convention, and the apostille route entered into force on 9 January 2024. MOFA operates from offices in Islamabad and Lahore.
